Windsurf (formerly Codeium, now owned by Cognition) is a VS Code fork built around Cascade, its autonomous agent that plans and executes multi-step coding tasks while watching your terminal and files. Its free tier is the most generous among the AI-native IDEs, which makes it an easy, low-risk place to start.

In 2026 Windsurf moved from a credit pool to daily and weekly quotas and raised Pro to $20, which narrowed the gap with Cursor. It is still excellent value and a genuine Cursor competitor, particularly if EU compliance matters, but heavy users should confirm the quota system suits their workflow, or budget for the $200 Max tier.
